This function will create an interest rate monitoring object for a user, which can be enabled or disabled at any time. A financing application must be utilized for the initial interest rate monitoring creation, and this application must be in an APPLIED state to start the process. From this application, scheduled re-application will occur with the same details for the end user and financings request, as part of the interest rate monitoring functionality
